Abstract

Pandemic spread of COVID-19 virus has brought an unprecedented impact to the global economy. With the rapid growth of the untact economy, there is a structural change in the business eco-system. For example, changes in the retail sector (mainly driven by the e-commerce players) are posing various policy challenges for the ‘Inclusive Growth’ policy of the Moon Jae-In Government. Automation and system integration in the physical distribution process are posing additional pressure. This paper analyzes the changes in the retail business based on the theoretical framework of ‘platform envelopment. With the growing share of e-commerce transaction and the changing business models of the retailers, many employees in the retail sector are faced with job insecurity. The changing landscape of the retail business will also influence the regional economy. Resolving these two threats while sustaining the momentum of structural change should be the challenge of ’Inclusive Growth’ agenda.
