Abstract
Significance The law aims to undermine reforms passed in 2012 to improve the quality of higher education in Peru. President Pedro Castillo has threatened not to promulgate the new law, creating a further point of dispute in his troubled relations with Congress. Impacts Peru is likely to lag behind other Latin American states in improving university standards. Higher education will remain an attractive business opportunity. Inequalities in university provision will persist and may deepen.
