University Governance: Structures, Roles, and Responsibilities

Abstract

This chapter begins with the proposition that the sustainability of our public colleges and universities is ultimately a function of enlightened, effective governance. However, university governance is viewed more “holistically” which means including the critical role of governors, legislators, and systems in the governing “network.” The constitutional and statutory bases for public higher education are described and discussed as important considerations in governance that are almost always overlooked. Special attention is devoted to the role of the governor. Long overlooked, it is increasingly apparent that any significant reform of public higher education must start with or include states’ governors. Equally important are university governing boards and the role they must take in creating a sustainable system of public higher education. The chapter concludes with a discussion of “autonomy and accountability,” key components of public university governance.
