Abstract

In 1975 S.M. Voronin proved that the Riemann zetafunction is universal in the strip 1/2 < σ < 1. Here we, jointly with P. Drungilas and A. Kacėnas, prove that the Selberg zeta-function for the modular group is universal in the strip 0.848... < σ < 1. This is the first example of order two universal zeta-function. To prove the above result, we obtain the universality theorem for a wide class of general Dirichlet series.
