Abstract

An extraordinary Congress was convened in early September 2018 in Addis Ababa, Ethiopia, to address proposed organizational reforms; a Universal Postal Union (UPU) ministerial strategy conference was held within the framework of the meeting. The International Bureau serves as an instrument of liaison, information and consultation for national postal administrations, and promotes technical co-operation among members. The UPU's Postal Security Group is tasked with developing security strategies at the global and regional levels with the aim of preventing mail-related fraud, theft and misuse. The UPU and the World Customs Organization issued a statement in April which emphasized the need for co-operation between postal operators and customs administrations in protecting the global postal supply chain. All of the UPU's regular budget expenses are financed by member countries, based on a contribution class system.
