Abstract

Federalism presents perplexing problems for the selection of units and levels of analysis in policy research. The American federal arrangements in particular were conceptualized and designed to create primary regulating mechanisms through interorganizational relations among planes of government, and among branches within and among those planes.' Overlapping jurisdictions and multiple decision centers established concurrent powers among semiautonomous officials for any given policy area. Interorganizational arrangements were designed to regulate the formulation, execution, and alteration of public policies in the context of bounded rivalries, competition, conflict, and cooperation. Let me summarize how these characteristics of federalism affect the selection of units and levels of analysis in policy research.
