Abstract

When then Presidential Candidate Biden was running for office, a major promise made to his supporters was to bolster the strength of labor organizations in the United States. As president, Biden has often doubled down on that promise and recently commented “I intend to be the most pro‐union president leading the most pro‐union administration in American history.” The promise was a particularly tall and bold order, placing himself above President Franklin Roosevelt who, among other things, signed into law the National Labor Relations Act.
