Analysis of the general effect of these laws would therefore require an examination state by state. It is possible, however, to study a typical system in order to see how it has worked and how it might be made to function better. Such a system is found in Wisconsin, whose law antedates the federal law by three years. The Wisconsin law is, moreover, fairly representative because its principle of merit ating and individual reserve accounts has been followed in most other states (with the notable exception of New York), though the conclusions presented here should not be applied to other state systems without further verification in each instance.
