UN Humanitarian Assistance System Study: Focused on UN OCHA cluster

Abstract

연구목적: 본 연구의 목적은 다수의 인도적 지원 행위자들의 조정과 협력을 설명하는 것이다. 이에 따라 UN OCHA 클러스터를 중심으로 인도적 지원 조정체계가 어떤 배경과 목적으로 출범하게 되었는지를 면밀히 고찰하고 조정 메커니즘의 특징을 분석한다. 연구의 중요성: 본 연구는 인도적 지원의 범주와 영역이 확대됨에 따라 다층위적인 행위자들이 어떤 메커니즘을 통하여 협력할 수 있는지를 UN OCHA 클러스터를 중심으로 설명함으로써 글로벌 수준에서 다층적인 행위자들 간의 수평적 파트너십에 대한 기초 연구로서 학문적 의미를 가진다. 또한 UN 개발시스템개혁의 방향을 이해하고 나아가 한국정부와 한국NGO들이 인도적 지원 흐름의 변화를 이해하고 참여할 수 있도록 실천적인 도움을 제공한다. 연구방법론: UN OCHA 및 인도적 지원 분야에서의 행위자들의 조정과 협력에 대한 선행연구와 UN OCHA, IASC, 인도적 지원에 참여하는 UN기구 및 INGO의 보고서, 그리고 UN OCHA 클러스터 회의록에 대한 문헌 조사를 실시하였다. 또한 아이티지진, 네팔지진 등 인도적 지원 사업에 직접 참여한 활동가에 대하여 심층 인터뷰를 진행하였다. 연구결과: UN OCHA는 2005년 인도주의 개혁과 2011년 전환 아젠다를 통하여 클러스터의 조정 체계를 강화했다. 네팔지진 대응 사례와 같은 클러스터가 성공적으로 기능한 사례를 살펴보면 현장 수준에서 클러스터에 참여하는 행위자들은 리더를 중심으로 공동 목표를 설정하고 역할과 책임을 분배하는 방식으로 협력한다. 이는 자발적으로 인도적 지원에 참여하는 다수 행위자들이 공동의 계획에 따른 협업과 조정을 이루어내는 매우 독특한 파트너십 사례이다. 그러나 클러스터를 통한 인도적 지원 행위자들 간의 조정과 협력의 수준은 사례에 따라 편차가 존재한다. 결론 및 시사점: UN OCHA 클러스터는 다층적인 다수의 행위자들 간에 협력을 가시적으로 끌어낼 수 있는 협력체계로서 잠재력을 보여준다. UN OCHA 클러스터의 기능과 메커니즘에 대한 이해는 UN 개발시스템 개혁과 HDP 넥서스를 통한 다자협력의 통합적 접근을 이해하고 변화의 방향을 예측하는 발판이 된다.Purpose: This study aims to analyze the coordination and cooperation of humanitarian actors. It examines in detail the background and purpose of the humanitarian assistance coordination system, focusing on the UN OCHA cluster and analyzes the characteristics of the coordination mechanism. Originality: Academic implications are made as it is a basic study of horizontal partnerships among multi-level actors in humanitarian assistance field. This study also provides practical help understand the direction of UN development system reform. Methodology: this study conducted a literature survey of prior research on UN OCHA and coordination and cooperation among actors in the field of humanitarian assistance as well as various reports from UN OCHA, the IASC, other UN agencies and INGOs participating in humanitarian assistance including the minutes of the UN OCHA cluster. In addition, an in-depth interview was held with humanitarian activist who was directly involved in humanitarian projects. Result: This paper argues that the cluster of UN OCHA has implemented the function of a platform for the exchange of information, setting the common goals and sharing responsibility among actors to promote cooperation. However, there is variation in the level of coordination and cooperation among actors, depending on the case. Conclusion and Implication: UN OCHA Cluster demonstrates its potential as a collaborative system that can visually draw cooperation among a large number of multi-level actors. Understanding the functions and mechanisms of the cluster serves as a stepping stone for understanding the integrated approach of cooperation through UN development system reform and HDP Nexus.
