Abstract

This study aimed to investigate how the popular consultation occurred in corede Medio Alto Uruguay – CODEMAU, between 2015 and 2018. The methodology used was the bibliographic analysis, in addition to an econometric model of panel data to capture the factors that influence the participation of the population of the municipalities of this COREDE. The main results showed that the CODEMAU region has in recent years shown a high degree of popular participation, one of the regions with the highest rate of electoral participation. The municipalities with the highest rate of voter turnout in recent years were: Taquarucu do Sul (2015, 2017 and 2019) and Vista Alegre (2016 and 2018). It was also noticed that the resource for popular consultation has been decreasing in recent years and that the most voted priorities are those aimed at agriculture, health, education and public safety and which were pointed out in all the years of the analysis. Finally, the econometric model indicated that the number of voters in the popular consultation is positively influenced by the variables Number of Voters and Gross Domestic Product per capita and negatively by the variable Degree of Dependence on External Resources.
