Abstract

Civil aviation safety management is imposed as an imperative in modern circumstances characterized by increasing safety risks, challenges and threats. Ability to manage it is reflected in anticipating potential sources of threats, timely creation of adequate responses and ensuring that these responses are implemented in the system by means of recommendations, rules and procedures. This paper provides a systematic insight into the vital importance of a safety mindset in civil aviation through theoretical considerations of safety management and by describing the role and importance of safety risk management as its integral part. Special focus was placed on noticing the differences between traditional and modern approaches to safety management. The traditional approach focused on the consequences of events, the actions of operational staff involved in an incident, on prosecuting and punishing culpable individuals, while the modern safety approach focuses on active prevention in order to keep risks at an acceptable level. Thus, modern safety management practices have shifted from a reactive to a proactive and predictable approach.
