Abstract

Significance As the industry merges and expands, and seeks new European partnerships, the German government is seeking to increase its influence in the process. This ongoing transformation will alter Europe’s defence industrial base and help to determine Europe’s ability to mount an effective territorial defence and maintain some strategic autonomy. Impacts Germany’s defence industrial policy is spurring closer strategic cooperation between Germany and countries in the Baltics and Black Sea. As the defence industry grows, it will become more politically influential. The German government will likely push for a more liberal approach to arms exports.
