Abstract

This article describes the work of the UK Office of Telecommunications (Oftel) and its relationships with government and the telecommunications industry. A major part of Oftel's formal remit has been to promote competition, and this has generally been achieved without detriment to social goals. Network competition is now Oftel's main focus—an objective powerfully furthered by the 1992 duopoly review and Oftel's recently tightened interconnection rules. The article concludes with a description of the incentive regulation system to promote efficiency.
