Abstract

Subria, with other 1st millennium BC Hurrian states (Hubuskia, Ukku, Kumme, etc.) formed a zone of buffer states between the Assyrian Empire and its Northern Rival Urartu. Subria defied the commands of Assyrian and Urartian kings for a long time, especially in the 8th and early 7th centuries BC. The reason behind might be that Subria was probably an acknowledged refuge state with an ancient refuge sanctuary, which held back the two superpowers from annexing the kingdom.
