Abstract
The U. S. federal government’s efforts to control emissions from mobile sources (cars, trucks, and buses) have now encompassed a fourteen-year period. Much of the discussion of the program has focused on the appropriate levels of the standards and on broad strategies, e.g., direct regulatory requirements versus effluent fees (e.g., Jacoby et al., 1973; Dewees, 1974, 1978; NAS-NAE, 1974; Grad, et al., 1975; Mills and White, 1978; White, 1982; for a review of the reviews, see White, 1980). This chapter instead will focus on implementation questions. But implementation will be interpreted broadly and so, perforce, we will also touch on the questions of appropriate levels and of broad strategies.
