Abstract

This paper examines two different free speech issues, material support and campaign finance. While the First Amendment protects independent advocacy in both contexts, there is an exception to each based on the notion of coordination. However, these two doctrines of coordination as an exception to free speech function quite differently in their application. This paper explores whether these inconsistent notions of coordination can be reconciled.
