Abstract
The history of water resource planning since 1776 is reviewed with special reference to economic, social, environmental, and hydrologic methodology and applications of systems analysis. The ability of the individual planner stands out as the key factor in successful planning during the period up to about 1920. The chief of the planning team is in a similar position today. Methodology has clearly advanced during the two centuries since 1776 and is now clearly capable of providing an effective base for decision, when all aspects are properly integrated.
