Abstract

Abstract:The reliability of cost estimates can be significantly improved by recognizing and taking account of the phenomenon of eventually rising average costs. This article develops in some detail an example of cost projection in which are contrasted the simple approach using constant average cost with an approach which permits average cost to be pulled upward by an increasing marginal cost of program output. This is done in the context of the primary health care program of the Republic of Niger. Ref., tab.
