Abstract

Over the course of more than 30 years, the U.S. Army Corps of Engineers’ effort to restore a stretch of the Blue River in the Kansas City metropolitan area has metamorphosed from a flood control effort to an undertaking that incorporates environmental stewardship, recreation, and cost containment.
