Abstract
The article considers the issue of using "soft power" tools in the countries of the Eurasian region, raised in previous publications of the author [1—3]. The study was facilitated by the study of the intensification of the influence of the "soft power" of Turkey on the states that fall within the sphere of its geopolitical interests, first of all on the countries of the Caucasus and Central Asia. Over the last two decades, a set of domestic and foreign policy factors has led to a significant transformation of soft power policy in Turkey, which has strengthened its influence on Ukrainian policy, and therefore the proposed study is relevant.
 The history of origin and the essence of the concept of "soft power", the content of this concept are analyzed. In particular, the essence of "soft power" is manifested as: the use of intangible assets to realize the interests and strategies of certain groups in the global world; the way to achieve the desired result of foreign policy by peaceful means; a way of non-violent realization of national interests in the global world.
 The priorities, goals and objectives of the "soft power" of Turkey, the legal framework for its application in the country, the system of institutions, mechanisms and tools that implement and coordinate activities with the use of "soft power", as well as policy areas "force" of Turkey, one of the most important of which is cultural cooperation.
