Abstract

The Committee of Union and Progress grabbing power with the proclamation of second constitutionalist period was not inclusive in terms of the capacity of having diversities during its power, and had an understanding of status quo supporter, pragmatist and standard management. The committee, which overthrew autocracy and was expected to bring freedom and equality to the empire, was unprecedented with its imputed charismatic and sacred structure, and the committee of union and progress making headway so as to form a management mechanism without opposition reflected bonapartist perspective in its ideology. In this study, it is firstly explained the emergence, establishment and aims of period of the committee of union and progress. Later, the power period of the committee of union and progress and its political programme during this period are discussed, finally it reaches to the conclusion by revealing the committee’s understanding of bonapartist power.

Devlet geleneğinin güçlü ve merkezi olması, örgütleyici ve sürdürücü bir bürokratik hareketin var olması, O’nun iktidarı ele geçirmesini kolaylaştırmıştır. Bu sayede İttihat ve Terakki, toplum üzerinde etkili olarak iktidarı ele geçirebilmiş ve kendi otoriter rejimini tesis edebilmiştir. Buradan hareketle öncelikli olarak bonapartizm kavramını daha sonra ise İttihat ve Terakki’nin devlet içerisinde nasıl yükseldiğini ve sonuçta iktidara uzanan sürecini anlatmak yerinde olacaktır.
