Abstract

The implementation of public policy analysis methods with public consultation and participation mechanisms to the preparation of regulation process, Regulatory Impact Analysis (RIA), came to Turkish administrative system as a policy transfer. In this paper, related official reports, regulations and literature are reviewed, then how RIA was implemented and to what extend it will be implemented in the future will be discussed. RIA was compulsory for draft bills prepared by public agencies in Parliamentary System since 2007, however the results were not satisfactory in terms of quality and quantity with regard to the targets. Only Members of Parliament are empowered to propose draft bills in the Presidential Government System which started in 2018, and RIA is not obligatory for these draft bills. Probably public agencies will still prepare draft bills to be submitted by Members of Parliament under the present legal and political structure. RIA implementation seems to be unlikely in the Presidential Government System.
