Abstract
In this study, it is aimed to examine the principles of the central management system from the theoretical framework within the framework of the current management system of Turkey. The Republic of Turkey has a centralized state and is governed with the understanding of a unitary management system. In a centralized state, it is imperative that the administration demonstrate integrity. The main purpose of gathering the power in one hand in the center is to serve every region and city of the country within the framework of the principle of justice by managing the country as a whole within the framework of a more orderly, more systematic and more qualified management approach. Decentralization and decentralization can be seen as two opposite ends of a whole. In fact, they are all parts of a whole, a system. The integrity and harmony between the general management and the Decadal management organizations is ensured by the guardianship audit, and within the administrative organization by the ‘hierarchical audit’ method. In terms of ensuring the integrity of management, both guardianship and hierarchical supervision are important tools. Key Words: Management System, Central Management, Unitary Structure
