The Ministry of Health and Social Affairs and the National Directorate of Health have the responsibility for planning, legislation, and implementation of changes on the national level. Norway is divided into 19 counties; and according to an Act of Parliament dating from 1970, the responsibility for the hospitals and the specialized mental health services is at the county level.
