The Ministry of Health and Social Affairs and the National Directorate of Health have the responsibility for planning, legislation, and implementation of changes on the national level. Norway is divided into 19 counties; and according to an Act of Parliament dating from 1970, the responsibility for the hospitals and the specialized mental health services is at the county level. The country is further divided into 455 local communes or municipalities. These municipalities vary great in size and population, with an average of approximately 5,000 inhabitants.
