Abstract

Through long bilateral negotiations on nuclear-arms limitation and other related nuclear matters, the Soviet Union and the United States had through the years reached a number of agreements. In 1991, after nine years of negotiations, the Treaty on the Reduction and Limitation of Strategic Offensive Arms (START Treaty) between the two Powers was signed in Moscow on 31 July. It represents a milestone in over two decades of bilateral negotiations on the subject.
