Abstract

The U.S. Department of Energy (DOE) Oak Ridge Operations Office and the U.S. Environmental Protection Agency (EPA)-Region IV have entered into a Federal Facility Compliance Agreement (FFCA) which seeks to facilitate the treatment of low-level mixed wastes currently stored at the Oak Ridge Reservation (ORR) in violation of the Resource, Conservation and Recovery Act Land Disposal Restrictions. The FFCA establishes schedules for DOE to identify treatment for wastes, referred to as Appendix B wastes, that current have no identified or existing capacity for treatment. A development, demonstration, testing, and evaluation (DDT&E) program was established to provide the support necessary to identify treatment methods for mixed was meeting the Appendix B criteria. The Program has assembled project teams to address treatment development needs for major categories of the Appendix B wastes based on the waste characteristics and possible treatment technologies. The Aqueous, Organic, and Decontamination (A/O/D) project team was established to identify pretreatment options for aqueous and organic wastes which will render the waste acceptable for treatment in existing waste treatment facilities and to identify the processes to decontaminate heterogeneous debris waste. In addition, the project must also address the treatment of secondary waste generated by other DDT&E projects.
