Abstract

Over the past few years, retail wheeling and third party access (TPA) to transmission systems have been hotly debated throughout the world. Political attempts have been made in some countries to ram through new policies, rules, and regulations without adequate analyses, — some successful and some not. It is increasingly recognized that retail wheeling can affect the cost of electricity, the environment, and the reliability of our electric power systems.
