Abstract

The political system and the rules of governing society are one of the most important parts of any civilization. In the new Islamic civilization, political jurisprudence as the branch of religion of politics in Islam along with philosophy, mysticism and theology and empirical political sciences of Islamic societies are the forming components of this part of civilization. In Islamic civilization, Sunni political jurisprudence, due to a retrospective view of the legitimacy and shadowing of power and the release of tactical reason, has practically diminished its role in designing the system of power. This, stands in contrast to an important factor in establishing, stabilizing, and governing the dependent societies. But the important issue in the discussion of new Islamic civilization the discussion of designing its desired political system, which unfortunately, still is in the traditional Sunni atmosphere. There is no serious will to design such a structure. On the other hand, the neo-Salafi movement has entered the Sunni political jurisprudence system by changing the approach of Sunni political jurisprudence from a posteriori to a priori and emphasizing the redesign of the governance system. Because, according to them, the past Sunni political jurisprudence lacks the essential ability to solve such a problem due to the prior problems and needs to be corrected. Unfortunately, instead of solving the problem, their reforms have actually doubled the problems of Sunni political jurisprudence. Especially the reforms! The strangeness of excommunicated groups has created a very dangerous destructive role for Islamic societies. Therefore, recognizing the civilizational capacities of Sunni political jurisprudence on the one hand, and more importantly, recognizing the neo-Salafi reforms in this jurisprudential system are worthy of attention. This will have a great impact on how to interact with Sunnis in designing a new Islamic civilization
