Abstract
Using documents from various European archives, this article examines the development of European research policy in the European Community through the so-called Framework Programmes (FPs) in the 1980s. It is argued that during this period a mutual Europeanisation took place, in which the FPs were both object and subject. In this way, the article traces how the Commission succeeded in transforming a policy for which it had previously had no explicit competence into a European policy enshrined in the Treaties. To this end, the various personal, argumentative and contextual driving forces behind the process of mutual Europeanisation are examined in more detail. It is shown that mutual Europeanisation has promoted cooperation and transformation, but has also exacerbated latent conflicts and complexities within the European research arena.
