Abstract

The article presents the retrospective view on the urban environment formation in terms of organizing public transportation and the social attitude towards the concept of transport services quality for the population. The research goals are the following: (1) to develop the concepts of the client as a consumer of transport services and the quality of the transport service process; (2) to formulate a new paradigm of transport services for the population of urban agglomerations and basic conditions for the functioning of the passenger transport and logistics infrastructure. The paper devotes sufficient attention to such issues of legal regulation of the development of large urban agglomerations and their transport, as well as the place of a human in the transport system of the city. The negative impact issues of vehicles and excessive workload of transport infrastructure on the city ecology, the population life and health are also reviewed. The article argues that significant changes are made to the contour of the transport process quality when changing the society development paradigms.
