Abstract
The global order is changing. Not only Yalta-Potsdam and postbipolar systems are changing but also Westphalian sovereignty with its government centricity and “dictatorship of great Powers” is transforming. New configuration is being built in the modern system of international relations. In the modern system of foreign relations sanctions took a form of wide-scale global actions against certain countries. As an economical instrument in foreign relations, sanctions became a “Universal hammer” in the hands of the world economical giant - the USA - to solve its narrow national objectives. Value foundations of international relations are also being reformatted. Information wars became part of modern international relations. Russia’s special military operation (SMO) in Ukraine is changing the modern American order that established itself after the USSR’s disintegration. The way the future global order is going to be shaped depends on the way Russia is going to solve the Ukrainian question.
