Abstract

This Title I project was conducted by the Center for Community Organization and Area Development (CENCOAD), Sioux Falls, SD, from 1971 to 1972. E. W. Mueller and Del Lind, CENCOAD Directors, believe that community development must be based on citizen involvement. The goal of the project, then, was to increase the ability of lowincome people to control their own lives as individuals and as communities by developing the skills of indigenous community workers called enablers. The results of the program center on four themes: personal growth, new sense of community, renewed power of the poor, and the increase of self-help.
