Abstract
The expansion of education and training has become a key platform of government economic and social policy in Australia. Award restructuring, the Australian Traineeship System, the Training Guarantee, and the socalled National Training Reform Agenda- , which encompasses a range of initiatives including an increased emphasis on competency-based training, national competency standards, a national framework for the recognition and accreditation of training courses and providers, and a new entry-level training system (the Australian Vocational Training System), are all concerned, at least in part, with increasing training provision.
