Abstract
This paper investigates the tradable credit scheme (TCS) for congestion management considering travelers’ perception errors. First, the generalized stochastic user equilibrium (SUE) and credit market equilibrium (ME) conditions are presented. Then, an equivalent minimization model with linear constraints is established for SUE and ME conditions, and the model can be simplified into the most well-known Fisk’s SUE model with a linear total credit amount constraint added, under the assumption of Gumbel distributed perception errors. Then, the Wardrop system optimal (SO) TCS design problem is also analyzed. As the meaningful SO credit scheme does not always exist in SUE context, the authors further provide a sufficient condition under which Wardrop SO can necessarily be supported as SUE under the meaningful credit scheme. In the process of extracting the target SO path flow pattern, the authors also provide a novel determining method. Finally, a numerical example is presented to illustrate the proposed model and method.
