Abstract

This chapter considers the correlation between right-wing transnational activism, public diplomacy, and the Reagan Doctrine. It covers the loose alliance between administration actors, like the White House Outreach Working Group on Central America and the Office of Public Diplomacy for Latin America and the Caribbean (S/LPD), and nonstate actors, such as the adventurer and right-wing activist Jack Wheeler. Right-wing activists and public diplomacy played an important role in popularizing the Reagan Doctrine's vision of rolling back communist gains in the developing world. The chapter highlights the development of Wheeler's conservatism and his involvement into the Iran–Contra scandal. Wheeler's activities shed light on the network of conservatives that came together in the mid-1980s around a shared commitment to supporting anti-communist wars of liberation.
