Abstract

Introduction: The redesign of the working market, based on the expenses contention, freezing and reduction of salaries and being flexible when hiring, has contributed for new ways of hiring and structuring the work in SUS, thus the expansion of the assistance made possible by ESF has been guarantying the incorporation of an extensive contingent of workers in precarious working conditions, compromising the workers' relation with the system and harming the quality and continuity of essential services given to the population. Objective:The study aims at ana- lyzing the working relations and the actions undertook for the non precarious vinculums of work of the workers inserted in ESF of the Serra district, in the state of Espirito Santo. Methodology: It is an exploratory and qualita- tive study, having the population composed by six nurses and six doctors. Results: Thus, most of the ones interviewed reports that reaffirm the unsafe working conditions and the instability in the institutional entailment and the dissatisfaction with the cargo plan, career and the salaries instituted by the district stand out. Conclusion: The results demonstrate that the ways of precarious work are present in the district and that the actions of the municipal manager must search for the overcoming of the precarious vinculums of work, so there is a need to face such problem for a bigger articulation between quality of services and advantages for the community.
