Abstract

Alfred Benesch and Company, Chicago, is using a form of total quality management (TQM) to complete a bridge project for the North Dakota Department of Transportation (NDDOT). Their version--total quality engineering (TQE)--involves four key elements: value planning, value engineering, value analysis, and action. This article describes the application of TQE on the Four Bears Bridge project near New Town, North Dakota, in which the major stakeholders are the NDDOT and the Fort Berthold Indian Reservation Tribal Council. TQE promotes team participation and the careful examination of needs and desires of major stakeholders.
