Abstract
In this paper, we report a method of the dilemma solution among the stakeholders in the Information Technology (IT) system implementation. We found a difficulty to mitigate the dilemma among the stakeholders at the time of the IT system implementation so far, whereas the necessity of the IT system should be introduced for strategic objective. From this background, we propose a framework named of Change analysis matrix dilemma transformation and evaluate the effectiveness the proposed method with the person of the rank and file type expert.
