Abstract
The issue of reforming the Moroccan educational system has become an important national topic. The government is looking forward to achieve the objectives that have been defined forward for this system and contribute to let it be performant.Effectively, the Moroccan educational system is the second national priority. All the national speeches of his majesty king of Morocco are focalized in reorganizing this system by detecting the problems and developing pertinent solutions and tools able to make the difference in the future. The Moroccan context is characterized by the will of government to establish the notion of governance and performance in the public services in general and in the national educational system especially. The aim of our paper is to study how can we introduce the concept of performance in the educational system by integrating a system of management control in the system of education?The hypothesis that the three habitual summits of management control namely- means –objectives and realizations arenot enough for studying the complexity and the missions of such a sector like the educational system where the satisfactions of users is an important factor that must be took into consideration.

Summary
Introduction : Apparu en 1920 Chez Général Motors, le contrôle de gestion encore embryonnaire est venu pour répondre aux besoins d’établir le lien entre stratégie, structure et délégation. En 1988, Anthony revient avec une autre définition du contrôle de gestion : le contrôle de gestion est le processus par lequel les managers influencent d’autres membres de l’organisation pour mettre en œuvre les stratégies de l’organisation. À ce point, le contrôle de gestion n’est plus un simple moyen de suivi mais aussi un instrument d’action dans la mesure où ce sont les hommes qui utilisent les moyens afin d’atteindre les objectifs de l’organisation. Le contrôle de gestion se présente comme un outil des managers pour s’assurer de la mise en œuvre de la stratégie dans une entreprise en quête de la performance. A l’identique des autres services publics, le ministère de l’éducation nationale a pour objectif de produire un service en relation avec une tranche très importante d’usagers estimée à 8.581.3701 millions d’élèves d’où la nécessité d’adapter les outils de gestion adéquats afin de garantir une bonne gouvernance du secteur et une meilleure performance. Quels sont les états des lieux du système éducatif marocain, quels sont les acteurs ?les enjeux de l’environnement ?
