Towards a collective public leadership manifesto: opportunities and challenges in a post-pandemic paradigm

Abstract

A composite of the key arguments presented by authors is summarised. The definition of public leadership set out in chapter one is considered alongside definitional changes which may be helpful as gleaned from contributors' conclusions. A post-pandemic paradigm is explored by responding to the 'why?' and 'how?' questions of public leadership. The authors original New Public Leadership challenge collective leadership framework is considered as a springboard for a future integrated public leadership (IPL) approach. IPL promotes a realist research model based on three contextual dimensions each informed by intelligence; first, the nature of the leadership challenge; second, the existence of appropriate capacity, capability and competency mechanisms. The third is the leadership style in responding. The chapter proposes that transformational leadership is a measurable outcome of collective leadership rather than a style. The chapter concludes that selfless approach is NOT an impossible ideal. We just need to work at it cooperatively.
