Abstract

A smart city is an emerging theme that leads city governments to implement ICT-based services initiatives to improve citizens' quality of life. In this concept, a smart city project involves planning, implementing and controlling good practices to obtain value from government investments and to provide better services to citizens. Consequently, an ICT governance approach represents a relevant outcome to evaluate, direct and monitor smart city initiatives to achieve cities' objectives. Considering that COBIT5 is a well-known IT governance framework for organizations of any kind, this work investigated COBIT5 application in smart cities context. By developing a Systematic Literature Review, it was revealed that, so far, COBIT5 framework fundamentals were poorly applied to smart city governance context. Therefore, through exploratory research, this paper proposes a roadmap approach to integrate COBIT5 governance requirements as a strategic ICT driver for smart city government initiatives. The results can be used by cities' governments and IT practitioners to implement ICT governance practices in smart cities context.
