Toward an integrated information system of public administration

Abstract

The purpose of this paper is to discuss the significance of library, referring to the User Need Study of a public administration (MoC). In order to place the MoC Study in proper perspective, its backgrounds and purpose will be described at first. After that, I will briefly extract and analyze some interesting findings. Then, I will examine the present state of the information system of public administration office in Japan, ex. the information retrieval system of Ministry of Justice, Ministry of International Trade and Industry, and Administrative Management Agency. I will go deep into some culture-bound characteristics of the public information system in Japan, and consider the effectiveness, efficiency and limitations of the system. The idea of the integrated network of public administrative information system is proposed at the end of this paper. Finally, I will comment upon the major expected functions and roles of the public administrative information system as a whole.
