Abstract

The Guidelines for the Economic and Social Development of the USSR for 1986-90 and the Period Ending in 2000 set the task of carrying out the necessary organizational and economic measures so that the agroindustrial complex can be managed, planned, and financed as a single whole at all levels. An important new step in this direction was the adoption of the resolution "On the Further Improvement of the Management of the Agro-Industrial Complex" (November 1985) by the CPSU Central Committee and the USSR Council of Ministers. Nevertheless, the attainment of economic wholeness and the creation of a reliable and effectively functioning economic mechanism is still an urgent problem that has yet to be resolved. 1
