Abstract
Abstract The potential benefits of e-governance are compelling; however, if appropriate top management skills lack, it is difficult to see how e-governance initiatives can be successful. This article seeks to fine-tune and extend existing theory on top management skills in the new, e-governance setting, and proposes a high-level conceptual framework of top management skills in e-governance. The proposed framework can be used to develop training programs for equipping top managers with the required skills in e-governance, and can be used for top managers' performance appraisal. The framework can also form the basis for a more detailed analysis, with a lower level of abstraction, and for empirical studies.
