Judge Arthur's belief that the court should have the authority to exert a high level of control over status offenders, up to and including placing them in locked detention, was not uncommon when this article was published. However, in March 2010, the Board of Trustees of the National Council of Juvenile and Family Court Judges voted to support the reauthorization of the JJDPA, which includes a provision that phases out the Valid Court Order Exception.
