Abstract
THE ELECTION of the Central Committee (CC) of the CPSU at the XXVIII Congress in July 1990 furthered the dramatic shifts in the pattern of institutional representation that were begun in earnest at the April 1989 CC plenum. The current mix of institutional representation within the ranks of the CC represents a significant departure from past patterns and reflects the continued critical nature of this phase of the party's history. The primary impact of the April 1989 plenum centred on the retirement of 74 members and 24 candidate members who had since the XXVII Congress lost the administrative posts that had determined their ex officio membership.
