Abstract

The spread of informal employment is a natural response to the significant lag behind the development of legal institutions of state power. A number of hypotheses concerning the functioning of informal employment are considered. So, the functioning of informal employment is related to the backwardness of the country, with the economic periphery or with the shelter for those who can not legally work. The article deals with main scientific approaches to the study of the problems of informal employment. Research methods used: system analysis (system-structural, system-functional, system-dynamic), analysis of documents, modeling, comparison. The consequences of the spread of informal employment, as a forced form of population adaptation in the conditions of unfavorable socio-economic system are determined. It is proved that informal employment can act as a result of social exclusion and voluntary exit beyond the formal institutionalized economic activity. The main risks of the prevalence of informal employment for the state and society in general (social insecurity, non-payment of tax deductions) and positive moments in its functioning (flexibility, self-employment, micro entrepreneurship, distance) are explored. This may take the form of either waged employment or self-employment. In general, informal employment through its mass media should be considered as an alternative mode of management, which has a number of its characteristics and qualities. We have come to the conclusion that the Formal and Informal exist separately, while using the term «sector». But as soon as we enter into a discussion about the bureaucratic and non-bureaucratic management, then we notice the continuity of formal and informal orders.
