To Discuss the Ecological Cooperation Administration in the Yangtze River Delta Area: Forms and Governance Performance

Abstract

Achievement forms of Horizontal coordination mechanism between governments, which is depended by Yangtze River Delta region marine ecological environment management, can be obtained by New Institutional Economics, and become Bureaucratic coordination mechanisms, the market coordination mechanisms and inter-governments coordination governance mechanisms. By empirical research of Co-management of marine waters of the Yangtze River Delta, it is discovered that Bureaucratic coordination mechanism, implemented from central government and become dominated, has many problems in operation, at the same time, it is seriously lack of tries for the market coordination mechanisms and inter-governments coordination governance mechanisms. This leads to little effectiveness. Thus, respectively constructing and improving Bureaucratic coordination mechanism, the market coordination mechanisms and inter-governments coordination governance mechanisms and enhancing governance effectiveness will be the next selection for marine environment cooperative management of Yangtze River Delta region.
