Abstract

Abstract In early 1996, the United States Department of Energy commissioned the development of Guidance Manuals to assist oil and gas exploration and production operators in understanding and complying with the new permitting requirements mandated by Title V of the 1990 Clean Air Act Amendments. The objective of the program was to reduce the compliance costs associated with the Title V program through outreach and technology transfer. Guidance Manuals were constructed for fifteen states containing significant oil and gas exploration and production activities. Phase II of the project contemplates the completion of the outreach effort through development and implementation of hands-on training classes.
