Abstract This chapter is concerned with situations where owners are deprived of their goods by theft or deception. There is no register for chattels established by the Government, although some private schemes exist. In 1938, seven finance companies established Hire Purchase Information Ltd: it is a private scheme which registers members” interests in vehicles let on hire purchase or credit sale so that those involved in the motor trade can check whether a vehicle is subject to a finance agreement before purchasing it.
